أشرف عصام الغاشي، نائب رئيس جماهة طنجة المكلف بتدبير الممتلكات الجماعية و المنازعات، صباح اليوم الخميس، على تقديم كتاب خاص بجرد ممتلكات جماعة طنجة يضم إحصاءٍا شاملا للممتلكات الجماعية سواء العامة او الخاصة.
وبعد الكتاب المذكور، تجربة نوعية وجديدة، تمت وفقا لمنهجية جديدة و بناءا على معطيات دقيقة، تتعلق بموقع أملاك الجماعة، وكذا المرجع العقاري و مصدر التملك و قرار المصادقة و التخصيص المعماري.
وتأتي عملية إصدار الكتاب التي أسرف عليها الغاشي، من أجل الحفاظ على الرصيد العقاري للجماعة و توفير قاعدة بيانات خاصة و محينة سنويا، تسهم في القضاء على ظاهرة الترامي و استنزاف الملك الجماعي العام و الخاص و قاعدة أساسية لضمان تثمين هذه العقارات.
ويذكر، أن هذا الإجتماع عرف حضور كل من النائب الأول لرئيس المجلس السيد محمد غيلان، ومدير المصالح، والسيد رئيس قسم الشؤون القانونية و المنازعات وموظفي مصلحة الممتلكات و ممثلة المؤسسة المساعدة في إنجاز هذا العمل الذي سيكون قيمة مضافة و نوعية للعمل الجماعي في أفق توزيع هذا العمل على أعضاء المجلس و نشره للعموم في البوابة الالكترونية للجماعة.
و قد أوصى الحاضرون بضرورة تثمين العقارات الجماعية في تصاميم التهيئة و إعتماد مهندس طبوغرافي للرفع من وتيرة تحفيظ الممتلكات الجماعية مع التعجيل بإخراج كناش المحتويات وفقا للمرسوم المؤطر للقانون 57.19 المتعلق بنظام الأملاك العقارية للجماعات الترابية.
