مجلس العدوي : جماعة طنجة لا تتوفر على الموارد الكافية لتسيير مشاريع التهيئة الحضرية
كشفت تقرير المجلس الأعلى للحسابات لسنة 2023، أن جماعة طنجة لا تتوفر على الموارد المالية الكافية من تسيير وصيانة عدد من المشاريع التي تم إنجازها في إطار برنامج التنمية المستدامة.
وأوضح تقرير قضاة العدوي، أن عدم الأخذ في الاعتبار الشروط التي تضمن استدامة المشاريع من الناحية المالية أثناء صياغة البرامج والاتفاقيات، أدى إلى عدم قدرة بعض الأطراف المكلفة باستغلال المرافق والمشاريع المنجزة على الوفاء بالالتزامات المالية الناتجة عن تدبيرها من ناحية التشغيل والصيانة.
وعلى سبيل المثال، أورد التقرير، أنه تم إنجاز مجموعة من مشاريع التهيئة الحضرية نتيجة التوسع العمراني لجماعة طنجة في إطار برنامج التنمية المندمجة، مما أدى إلى ارتفاع نفقات الاستغلال والصيانة والاستهلاك المرتبطة بهذه المرافق بعد تسليمها لجماعة طنجة، والتي لا تتوفر على الموارد الكافية لتغطية نفقات تسييرها وصيانتها.
وأشار تقرير مجلس العدوي، إلى أن الفاتورة الطاقية للإنارة العمومية على تراب الجماعة، انتقلت من 56,88 مليون درهم سنة 2015 إلى 90,04 مليون درهم سنة 2019، كما ارتفعت نفقات صيانة شبكة الإنارة العمومية من حوالي 10 ملايين درهم سنة 2011 إلى 17 مليون درهم سنة 2018.
وفي هذا الصدد، أوصى مجلس العدوي، على ضبط الالتزامات المالية وغير المالية للأطراف المعنية ببرامج واتفاقيات التنمية الترابية من خلال التحقق القبلي من القدرة التمويلية للشركاء، ومن تقييدها ضمن حساباتهم وميزانياتهم، مع الحرص على التوفير المسبق للأوعية العقارية المحتضنة للمشاريع وتحديد الجدولة الزمنية لتنفيذ الأشغال بشكل دقيق وواقعي.
