أظهر التقرير حول الموارد البشرية المرافق لمشروع قانون المالية للسنة المقبلة أن الحكومة قامت في إطار قانون المالية لسنة 2024، بإحداث ما مجموعه 30.034 منصبا ماليا لفائدة الوزارات والمؤسسات.
وأوضح التقرير ،الذي نشر على الموقع الإلكتروني لوزارة الاقتصاد والمالية، أن هذه المناصب تتوزع بالأساس على وزارة الداخلية بحصة تبلغ 26,45 في المائة، وإدارة الدفاع الوطني (23,3 في المائة)، ووزارة الصحة والحماية الاجتماعية (18,31 في المائة).
وأورد المصدر ذاته أنه بذلك، ا عطيت الأولوية لدعم القطاعات ذات الطابع الاجتماعي والأمني لتلبية حاجياتها الضرورية من الموارد البشرية.
وأبرز أن رئيس الحكومة قام ،بحكم صلاحياته ،بتوزيع 500 منصبا ماليا على مختلف الوزارات والمؤسسات، خ صص منها 200 منصبا لتوظيف الأشخاص في وضعية إعاقة.
كما أوضح التقرير أيضا أن دراسة تطور عمليات إحداث المناصب المالية تمكن من التوفر على رؤية واضحة حول التوجهات الحكومية في ما يتعلق بتوفير الموارد البشرية اللازمة للقطاعات ذات الأولوية.
وقد بلغ العدد الإجمالي للمناصب المالية المحدثة خلال الفترة 2014 ـ 2024 ما مجموعه 264.812 منصبا ماليا، يضاف إليها 159.000 منصبا ماليا تم إحداثها على مستوى الأكاديميات الجهوية للتربية والتكوين من أجل توظيف مدرسين على المستوى الابتدائي و الثانوي.
وقد ا عطيت الأولوية في ما يتعلق بإحداث المناصب المالية لدعم القطاعات ذات الطابع الاجتماعي والأمني خلال هذه الفترة. حيث تم تخصيص 63 في المائة من إجمالي عدد المناصب المالية المحدثة لفائدة قطاعات الداخلية، والتربية الوطنية، والتعليم العالي، والصحة.
ومن جهة أخرى، ذكر التقرير أن العدد الإجمالي للمناصب المحدثة لتوظيف فئة الأطر (السلم 10 فما فوق) ارتفع ليبلغ 101.607 منصبا، أي 38,4 في المائة من مجموع المناصب المالية المحدثة خلال هذه الفترة، أي بمتوسط 9.237 منصبا ماليا في السنة.
وبخصوص توظيف فئة أعوان التمكن (سلالم الأجور 7 إلى 9)، تم تخصيص 10 في المائة من إجمالي المناصب المالية المحدثة خلال الفترة المذكورة، حيث تم إحداث 26.647 منصبا، أي ما معدله 2.422 منصبا في السنة.
ولتوظيف فئة أعوان التنفيذ المرتبين في السلم 6 وما يماثله، تم إحداث برسم نفس الفترة ما يعادل 136.557 منصبا ماليا، أي حوالي 51,6 في المائة من مجموع المناصب المالية المحدثة، أي بمتوسط سنوي بلغ 12.414 منصبا ماليا.
