تواجه تحويلات المغاربة المقيمين في الاتحاد الأوروبي تهديدًا جديدًا، حيث ينوي الاتحاد تبني سياسات تقضي بتقليص أنشطة البنوك المغربية في دوله.
وحسب تقرير لموقع “فاينانس نيوز هبدو”، فإن العديد من الهيئات المصرفية الأوروبية قررت تعليق الوساطة التي تؤديها الفروع البنكية المغربية في أوروبا لصالح المغتربين المغاربة، ولصالح بنوكها الأم في المغرب.
وإذا تم إقرار مشروع التوجيه الأوروبي الجديد بصيغته الحالية، فمن المتوقع أن تتشدد شروط ممارسة هذا النشاط بشكل أكبر.
هذا التوجه قد تكون له عواقب وخيمة على الاقتصاد المغربي، نظرًا لأن هذه التحويلات تلعب دورًا حيويًا في دعم الاقتصاد الوطني وتعزيز احتياطياته من العملة الصعبة. فقد بلغت التحويلات في عام 2023 وحده 115.3 مليار درهم، أي حوالي 11 مليار يورو.
يهدف الاتحاد الأوروبي من خلال هذه الخطوة إلى استغلال تداعيات “بريكسيت” للحد من تحويل الأموال التي تقوم بها البنوك الأجنبية في أوروبا إلى بلدانها الأصلية، دون تحقيق قيمة مضافة داخل أوروبا.
يشمل هذا القرار تحويلات المغاربة المقيمين في أوروبا عبر البنوك المغربية المنتشرة في سبع دول أوروبية.
وقد عبر عبد اللطيف الجواهري، والي بنك المغرب، عن قلقه من تأثيرات هذا التوجه على تدفقات الأموال نحو المغرب، خصوصًا أن البنوك المغربية تلعب دورًا أساسيًا في تسهيل عمليات تحويل الأموال من المغاربة في الخارج.
إذا تم تنفيذ هذه التدابير، فقد تعوق بشكل كبير عمليات التحويل، مما يؤدي إلى انخفاض حاد في هذه التدفقات المالية التي تعد دعامة للاقتصاد المغربي.
