قرر المغرب عدم فتح الحدود التجارية مع مدينتي سبتة ومليلية حتى يحسم الاتحاد الأوروبي في دعمه للسيادة المغربية على الصحراء.
وجاءت هذه الخطوة بعد حكم محكمة العدل الأوروبية بإلغاء اتفاقيات الفلاحة والصيد البحري لأنها تشمل الأقاليم الصحراوية.
وذكر موقع “أوكي دياريو” الإسباني أن المغرب لا يعتزم فتح الجمارك في سبتة ومليلية قريبًا، مشيرًا إلى “تعقيدات تقنية” تعيق التنفيذ بعد إغلاق مكتب الجمارك في مليلية عام 2018. لكن الخارجية الإسبانية تربط الأمر بموقف الاتحاد الأوروبي تجاه مغربية الصحراء.
ونُقل عن مسؤولين في وزارة الخارجية الإسبانية أن رفض المغرب مرتبط بالاتفاقيات الملغاة، مؤكدين أن المغرب سيبقى على موقفه حتى يعترف الاتحاد الأوروبي بسيادته على الصحراء.
ويرى الإسبان أن فتح الجمارك في سبتة ومليلية يحمل دلالات تتجاوز الاقتصاد، ليشمل التأثير الدبلوماسي والجيوسياسي، إذ يعني فتح الجمارك “اعترافًا فعليًا” بسيادة دولة أخرى على المنطقتين.
وبحسب مصادر دبلوماسية إسبانية، كانت الحكومة ووزارة الخارجية تعتبر فتح الجمارك نقطة تحول في المطالب الإقليمية المغربية بشأن المدينتين، لكن القرار لم يُتخذ بعد. تلقت الخارجية الإسبانية من الرباط معلومات حول أسباب هذا التأخير الذي يبدو أنه غير محدد المدة.
