صادق مجلس الحكومة، اليوم الخميس، على مشروع تحديد شروط وكيفية صرف المنح الدراسية للطلبة وشروط وكيفية وضع الاعتمادات المالية المخصصة لهذه المنح رهن إشارة المكتب الوطني للأعمال الجامعية الاجتماعية والثقافية.
وأوضح بلاغ للوزارة، أن هذا المشروع يأتي تفعيلا للتوجهات الحكومية الرامية إلى تجويد آليات استهداف الفئات المستفيدة من البرامج الاجتماعية عبر استثمار الإمكانيات التي يتيحها السجل الاجتماعي الموحد والوكالة الوطنية للسجلات، وكذا تفعيلا للمخطط الوطني لتسريع تحول منظومة التعليم العالي والبحث العلمي والابتكار، وخاصة الشق المتعلق منه بتيسير الولوج إلى التعليم العالي وتشجيع الحركية بين مؤسسات التعليم العالي العام.
ويتضمن المشروع مجموعة من المقتضيات تهم إسناد البت في طلبات الاستفادة من المنح التعليمية من فئة السلم الأول إلى لجنة وطنية تترأسها السلطة الحكومية المكلفة بالتعليم العالي وتتألف من ممثلين عن السلطات الحكومية المعنية، بدل اللجان الإقليمية المعمول بها حاليا، وتحديد عتبة الاستفادة من المنح التعليمية استنادا إلى لائحة الطلبة المستوفين للشروط المطلوبة والتي سيتم استخراجها من قاعدة بيانات السجل الاجتماعي الموحد، وإحداث منحة خاصة للطلبة في إطار الحركية وتحديد أهدافها وشروط تخويلها، مع الإحالة إلى قرار مشترك للسلطتين الحكوميتين المكلفتين بالتعليم العالي والمالية لتحديد عدد المنح الخاصة وقيمتها وكيفيات صرفها.
